We've all been taught that we should help people. It is the right thing to do and will make us popular with others. It may even win us favors in return. However， we must be realistic. When we need to say no， here is one method we can try. First， we should tell the truth. If we really can't do something， we should just say so. （中國社科院研究生院 劉力）傳統觀點認為，發展中大國由于國內市場廣闊，國內貿易潛力大，對外貿易的重要性降低，因此應該實行依賴國內市場和國內貿易的內向型的貿易戰略。筆者對此持不同看法。理由很多，其中最主要的理由是傳統觀點忽視對外貿易在經濟發展中所具有的不可或缺的動態利益。本文將以對外貿易的動態利益為依據，分析對外貿易（以下按慣例直接稱為“貿易”）對于發展中大國的重要性，并對發展中大國的貿易戰略選擇問題加以探討。 一、貿易動態利益的一般分析根據國際貿易的基本原理，一國總是致力于出口本國能用比較低廉的成本生產的產品，進口本國在貿易前要用比較昂貴的成本生產的產品，從而在資源總量不變的條件下增加本國的經濟福利。這就是貿易的靜態利益。它包括兩個方面：一是從交換中獲得的收益，即通過貿易可以獲得本國不能生產的產品或者國內生產成本太高的產品，使消費者得到更高水平的滿足；二是從專業化獲得的收益，即通過參與國際分工、專門生產本國具有比較優勢的產品，可以提高本國的資源利用效率。貿易的靜態利益反映了在資源總量、生產成本、技術狀況等都不發生變化的條件下貿易的作用。這時貿易的作用僅在于實現貿易發生前本來已經存在的潛在利益，因而無法真正反映貿易對一國經濟發展的作用。實際上，貿易還具有更加重要的動態利益，即貿易可以促進一國的長期經濟增長和經濟結構的改善。貿易對經濟發展的作用主要就體現在其動態利益上。下面我們從產業演講、技術進步和制度創新三個方面
